David Bruining

The HQC COO and Technical Manager, David Bruining, has over 30 years of experience in Information Technology implementing and integrating information systems in healthcare, medical research, finance, education and telecommunications for both large and small organizations within government and the private sector. Experienced in the full life cycle of software development from requirements gathering and business process review through rollout and user acceptance, from high level architecture views and presentations to detailed, low level coding. Activities have included project planning and management, team building and management, concept and requirements definition, architecture, data and process modeling, design, implementation, deployment, and operations.

Wayne Wells

The HQC CMO, Dr. Wayne Wells, is a Healthcare Clinician and Administrator: Experienced Clinician, Health IT Advisor, State Regional Medical Director, University Medical Director /and Physician Hospital Advisor and State Medical Case Manager. Cross-functional management experience in investigative and collaborative work with Departments of Managed Care, Quality Improvement, Utilization Review, and Risk Management Understanding of financial management and budgeting elements in respect to general employee expense, salaries, capital expenditure, resource management, government and commercial payer. Experience contract negotiation with vendors and with (Florida) state, county, and local municipalities to meet operational and financial objectives Assistant Professor of Community Health/ Family Medicine & Associate Medical Director serving as lead clinical instructor and developing of clinical management operation.
